Fordham Landing South: 927 affordable apartments on the Bronx waterfront head into public review, with a vote due by Nov. 30
The developer of the long-stalled Harlem River project at 330 and 360 W. Fordham Road wants a commercial overlay for a supermarket and cafe. The housing is already allowed, but the earliest closing is June 2027.

- Fordham Landing South would put four towers (one 33 stories, three 18 stories) on the Harlem River at 330 and 360 W. Fordham Road in University Heights.
- The Bronx Times and a 2025 city release put it at 927 affordable apartments; the City Record hearing notice says 921. At least 15% are for formerly homeless families.
- The ULURP application (C260173ZMX) seeks a C2-4 overlay for about 15,000 square feet of commercial space, including a supermarket. The housing itself is as-of-right.
- Bronx Community Board 7 held its hearing Oct. 29 and is expected to vote by the end of November; the borough president and City Planning come next.
- The developer says the earliest financial closing is June 2027 and construction would take 30 to 36 months, so completion would not come before 2030.
A plan for roughly 900 affordable apartments on a long-vacant stretch of the Harlem River in University Heights has entered the city's public land use review. Developer Dynamic Star presented Fordham Landing South to Bronx Community Board 7 at a public hearing on Thursday, Oct. 29, the Bronx Times reported, and new renderings of the four-tower complex were released this week.
What's planned
- Site: 330 and 360 W. Fordham Road, just south of the University Heights Bridge and next to the University Heights Metro-North station (Hudson Line), which would get a connection from the building.
- Buildings: one 33-story tower and three 18-story towers on a shared podium, designed by Perkins Eastman, according to the Bronx Times.
- Apartments: 927 affordable units in the Bronx Times reports and the city's August 2025 announcement; the City Record hearing notice lists 921. At least 15% are set aside for formerly homeless families, and BronxWorks would provide social services.
- Other uses: a supermarket, a waterfront cafe, about 12,500 square feet of community facility space, parking and about three-quarters of an acre of public open space along a new esplanade.
- Partners: Dynamic Star with Urban Builders Collaborative and Lettire Construction. Empire State Development awarded $55 million for site infrastructure.
What the rezoning does
The apartments can already be built under current zoning. The application, ULURP No. C260173ZMX, asks to map a C2-4 commercial overlay on the existing R7-2 district so the project can include about 15,000 square feet of commercial space, the City Record notice says. The developer called it a "relatively minor" change, the Bronx Times reported. Fewer than 10 members of the public attended the hearing in person; one raised questions about the income levels (AMI) of the apartments and the environmental impact.
Timeline
- Community Board 7 is expected to vote at the end of November. Its recommendation is advisory.
- Bronx Borough President Vanessa Gibson then reviews it, followed by the City Planning Commission and the City Council.
- Dynamic Star's Penny Lee said the earliest closing would be June 2027, with 30 to 36 months of construction, meaning the buildings would not open before 2030.
A project with a long history
The site was rezoned for housing under Mayor Ed Koch, but an earlier 450-unit condo plan was abandoned. Dynamic Star bought the land in 2019 and once billed the $2 billion Fordham Landing effort as one of the largest residential projects since Hudson Yards. The Bronx Times notes that a lender alleged defaults on $55 million and $18.9 million loans last year and that the company has filed for bankruptcy protection twice, most recently in March. Lee blamed earlier delays on the pandemic. Any future affordable housing lottery for the apartments would be posted on NYC Housing Connect.
