Rikers Island: Federal Takeover Imminent?
Manhattan federal Judge Laura Taylor Swain has found New York City in contempt over the "grave" conditions at Rikers Island. A scathing 65-page order details alarming increases in inmate deaths, uses of force by correction officers, and other failures, citing violations of a 2015 settlement aimed at reducing violence.

The judge's order points to a potential federal takeover of the jail complex, a receivership, by January 14th. Key findings include a disturbing rise in inmate deaths (19 in 2022, 9 in 2023, and 5 in the first eight months of 2024), a near 200% increase in stabbings (from 159 in 2016 to 468 in 2022), and escalating uses of force resulting in serious injuries.

Judge Swain criticizes the city's "glacial pace" of reform and lack of evidence demonstrating improvement. While the city maintains that progress has been made, the judge believes a federal receivership is the only way to ensure meaningful change. The Correction Officers’ Benevolent Association disagrees, attributing the problems to understaffing and lack of resources.

Councilman Shaun Abreu supports the receivership, highlighting the unacceptable loss of life within Rikers. Mayor Eric Adams, however, opposes the takeover, blaming the early release of an alleged serial stabber on efforts to reduce Rikers' population.

The Legal Aid Society welcomes the judge's decision, believing it will finally pave the way for much-needed reforms and accountability.
