- Joseph Emile
Barry Singer, the worst offender, amassed over 1,800 violations across seven buildings, including 121 heat and hot water complaints during the heat season. The Public Advocate highlighted Singer's long history of neglect.
The report also highlights a total of 832 heat and hot water complaints across buildings owned by the other nine landlords in the top 10.
Williams criticized the landlords for their negligence, emphasizing the suffering of tenants living in unsafe conditions. He also pointed out the significant number of open work orders at NYCHA (New York City Housing Authority), exceeding 611,000 by December 2024.
Williams is advocating for a bill to expedite HPD's response to violations.
