25 Water Street: NYC's Largest Office-to-Residential Conversion Takes Shape
The Financial District is getting a major residential boost as construction progresses on the 32-story office-to-residential conversion and expansion of 25 Water Street. This massive project, designed by CetraRuddy and developed by GFP Real Estate, Metro Loft Management, and Rockwood Capital, is transforming a former office building into a vibrant new living space.
The project involves a complete overhaul, including:
- Replacing the building's brick façade with a modern fenestration featuring expansive windows.
- A gut renovation of its 1.1 million square feet of interiors.
- Construction of ten new stories above its former parapet.
Once complete, 25 Water Street will boast a staggering 1,300 apartments, making it the largest office-to-residential conversion in US history by unit count, surpassing the 566-unit redevelopment of One Wall Street.

A Glimpse into the New 25 Water Street
Recent photos show the building's transformation taking shape, with almost all of the new floor-to-ceiling glass in place on the bottom half of the building and on the new construction at the top. The final story is nearing completion.
Crews have also begun applying a new white paint scheme to the red brick below, creating a temporary striped appearance on the building's northern face.
Luxurious Amenities for Residents
Apartments at 25 Water Street will come in studio to four-bedroom layouts, featuring ceiling spans up to 12 feet. Each floor will house around 50 units, offering a variety of living options.
