In 2023 alone, 268 e-bike fires injured 150 and killed 18 people. Many delivery workers use cheaper, uncertified batteries, often charging them at home unsafely.
A Smart Solution: Battery Swapping
To combat this, NYC's DOT Studio launched a pilot program with startups like Swobbee, Popwheels, and Swiftmile. These companies offer battery swapping stations where workers can quickly exchange depleted batteries for fully charged ones, eliminating home charging risks.

The pilot program, extended through 2025, has seen 12,000 battery swaps in six months with zero reported fires at swapping stations. Over 50% of users no longer charge batteries at home.
The Future of Safe E-bike Use in NYC
The city is working to expand battery swapping stations, including on sidewalks and private property. Local Law 39 bans the sale of uncertified e-bikes and batteries. A new rule will also allow battery cabinets on sidewalks with "revocable consent", streamlining installation.
This initiative could provide a model for other cities facing similar e-micromobility challenges. The combination of technology, regulation, and collaboration is key to safer and more sustainable urban transportation.
