The judge, George Daniels, expressed frustration with the city's efforts to avoid its commitment to accessibility, stating that the city was “inherently creating a situation where you can’t meet the timeline.” He also dismissed the city's claim that it had “substantially performed under the terms” of the settlement.

The ruling requires all new taxis to be accessible until the 50% threshold is reached, which is estimated to happen by 2028. This means that, while the number of accessible taxis has increased in recent years, no new taxis will be added to the fleet without wheelchair accessibility until the city fully meets its commitment.

The city's Taxi & Limousine Commission (TLC) has stated that it will swiftly propose rules to comply with the ruling. They also highlighted the growing number of accessible vehicles in the city's transportation system, citing a recent rule that all Ubers and Lyfts must be either electric or wheelchair-accessible by 2030.

This decision marks a significant step forward in the fight for accessibility in NYC, highlighting the importance of upholding commitments to inclusivity and ensuring that people with disabilities have equal access to transportation.
