The Federal Transit Administration (FTA) has issued a scathing audit revealing that the Metropolitan Transportation Authority (MTA), responsible for running New York City's subway system, is putting track workers at risk by neglecting its own safety protocols.

The FTA's special directive, issued this week, highlights a "substantial risk of death or personal injury" due to unsafe conditions and practices within the subway system. This alarming assessment comes in the wake of a subway worker being fatally dragged under a train in November 2023, and another worker suffering critical injuries in June 2024.

The FTA's audit reveals a staggering 38 near-miss incidents in 2023, where subway workers narrowly escaped injury or death, compared to 24 in 2022. A significant portion of these near misses involved failures by transit workers to adhere to established flagging procedures, a crucial safety measure for alerting train operators of workers' presence on the tracks.

In response to these findings, the FTA has issued a stern directive demanding a comprehensive safety assessment by New York City Transit, the submission of a mitigation plan, and weekly internal monitoring of safety compliance.

While New York City Transit has disputed the FTA's claims of negligence and asserted that they are "strongly committed to addressing the safety of track workers", they have been ordered to comply with the FTA's demands or face the potential loss of federal funding.
