The FTA's audit revealed a concerning trend: 38 near-misses in 2023, significantly higher than the 24 recorded in 2022. The agency found that half of these incidents involved workers failing to follow proper flagging procedures, which are crucial for alerting train operators of personnel on the tracks.
In response to these findings, the FTA has issued a special directive demanding that New York City Transit conduct a thorough safety assessment, submit a mitigation plan, and implement weekly internal monitoring of safety compliance.
However, the transit agency has disputed the FTA's claims, asserting that they have always prioritized worker safety and that the incidents are being investigated. Despite this, the FTA's directive carries weight, as failure to comply could result in the loss of federal funding.
