The new law allows pedestrians to cross the street at any point, even outside of a crosswalk or against traffic signals. However, it clarifies that pedestrians crossing outside of a crosswalk do not have the right of way and must yield to traffic.

While the law has been praised by advocates who see it as a step towards addressing racial injustice, some have raised concerns about potential safety risks. Liz Garcia, a spokesperson for Mayor Adams, emphasized that pedestrians should still follow traffic rules and take advantage of safety mechanisms like crosswalks and pedestrian islands.

The Legal Aid Society, which provides legal representation to low-income New Yorkers, has called the legislation long overdue, arguing that jaywalking laws have been used by police as a pretext to stop and question residents, particularly people of color. The organization hopes that the city will continue to abolish outdated laws that have no real public safety purpose.

Despite the controversy, jaywalking laws are being challenged across the country, with cities like Denver, Kansas City, and California also decriminalizing the practice in recent years.

This move in NYC is a significant shift in the city's pedestrian and traffic regulations, and it remains to be seen what long-term impact it will have on safety and the pedestrian experience.
