NYC Offering Nearly $400K to Build Backyard Cottages and Apartments 🏑

Despite opposition from some Staten Island residents, the city is offering a generous incentive for homeowners to build accessory dwelling units (ADUs) on their property.

The Plus One ADU pilot program will provide up to $395,000 in funding to 35 qualified homeowners to build or convert ADUs, which include:

  • Backyard cottages
  • Basement apartments
  • Extensions on existing homes

This program is funded by the Department of Housing Preservation and Development (HPD) and New York State Homes and Community Renewal and includes financial and technical support for homeowners.

Mayor Eric Adams sees ADUs as a solution to the city's housing crisis, stating that they can be a lifeline for seniors and young people struggling to find affordable housing.

The city's City of Yes for Housing Opportunity proposal would legalize ADUs and amend current zoning laws to allow for their construction in one- and two-family homes.

Opposition to the Housing Proposal

While the pilot program is attracting interest, there's significant opposition to the broader rezoning proposal from Staten Island residents and elected officials.

Concerns include:

  • Changing the character of neighborhoods
  • Exacerbating existing infrastructure issues
  • Eliminating on-site parking requirements

However, Department of City Planning Director Dan Garodnick argues that legalizing ADUs is a proven solution to increase housing options without significantly impacting neighborhood character.

The City of Yes for Housing Opportunity proposal is currently under public review. It remains to be seen how the proposal will impact Staten Island and other parts of the city.
