NYC Construction Gets a Speed Boost!

Governor Kathy Hochul recently signed a bill that's shaking up New York City's construction industry. The legislation introduces progressive design-build and construction manager build methods, aiming to drastically reduce project timelines and costs. This move replaces outdated design-bid-build models, paving the way for faster and more efficient public works.

Key Reforms:

This initiative is part of a broader effort to streamline construction, as outlined in a report implementing recommendations from the 2022 Capital Process Reform Task Force. The reforms include:

• Consolidating design and construction procurements
• Implementing electronic bidding
• Eliminating redundant reviews

These changes are already making a difference. Projects like the Shirley Chisholm Recreation Center in Brooklyn and the Mary Cali Dalton Recreation Center in Staten Island are reportedly being completed two years ahead of schedule and millions under budget.

Benefits Beyond Speed and Cost:

The modernization of procurement processes also offers significant benefits, such as:

• Increased opportunities for minority- and women-owned businesses
• Enhanced transparency in project timelines and budgets

Former First Deputy Mayor Lorraine Grillo lauded the reforms, highlighting their positive impact on building better public assets and supporting the design and construction industry.

Looking Ahead:

The reforms are expected to significantly accelerate projects crucial for climate resilience, community connectivity, and economic development, including drainage systems in Queens and cultural infrastructure upgrades. This initiative signifies a major shift towards a more efficient and equitable approach to construction in New York City.
