Free Pre-K Goes Universal? Inside New York’s Historic $563M Education Push

A Historic Shift for Early Education

Starting this school year, thousands more New York families will gain immediate access to free pre-kindergarten. This rollout marks a major milestone in Governor Kathy Hochul’s multi-year initiative to establish universal access for 4-year-olds by fall 2028.

Rolling Out Across 400+ Districts

The expansion kicks off across more than 400 public school districts, representing over half of all districts statewide. To celebrate the launch, Governor Hochul visited a pre-K center on Long Island, emphasizing that reducing family costs remains a top priority. As New York’s first mother to hold the office, she framed the expansion as a deeply personal mission to deliver on a long-standing promise.

Massive Funding & Regional Impact

Backing this ambitious push is a substantial financial commitment. The current state budget allocates a $563 million annual funding increase for the 2026-27 academic year alone. Since 2021, total program funding has surged by more than 70%, ensuring sustainable growth. The expansion isn't limited to the metro area—it actively covers every corner of the state, including 58 districts in Western New York, 53 in the Mid-Hudson region, 45 in the Capital Region, and 42 in the Finger Lakes.
