Wanted Man’s Cross-Country Flight Ends in Dramatic NYC Arrest

Security footage has captured the moment Eli Lemuel Howard, a fugitive wanted in Campbell County, Virginia, for an alleged indecent exposure incident, was taken into custody in New York City. Howard had been on the run for nearly three weeks after allegedly evading law enforcement following an August 3 incident at a Five Below store on Wards Road.

Caught on Live Camera

Howard’s attempt to lay low across state lines came to an abrupt halt when he was spotted committing a lewd act on the George Washington Bridge. A witness reported the incident via a live security camera, prompting immediate police response. Despite attempts to flee the scene, Howard was quickly apprehended by NYPD officers.

Extradition Process Underway

Following his arrest, New York authorities cross-referenced his information and discovered outstanding warrants from Virginia. Campbell County Sheriff’s Captain Brian Murray confirmed that local investigators have already filed a detainer with NYC officials.

“Our understanding is he was located on the George Washington Bridge... someone allegedly saw him committing a lewd sex act on camera and reported it to police,” Murray explained. “They responded, he tried to flee, he was apprehended, and then they found out about our charges.”

Howard will soon face an extradition hearing, where he can choose to waive the proceedings or contest them. While misdemeanor extraditions are uncommon, Campbell County officials are pushing forward to secure answers regarding the original case. The entire process could span weeks to months, with no fixed timeline for Howard’s return to Virginia to stand trial.
