However, this crisis comes at a time when the MTA is facing a critical need for funding for essential infrastructure upgrades. Their upcoming capital budget proposal must address the aging fleet, which includes 1,500 rail cars past their 40-year limit, 4,000 more needing replacement in the next 20 years, and nearly 6,000 buses to be replaced by 2044.

CBS News New York observed this issue firsthand at a Bronx bus stop, where most riders boarded through the rear doors and didn't pay their fare. This scene was upsetting to MTA officials, who emphasize the need for riders to contribute to the system.
Governor Kathy Hochul is working on a proposal to fund remaining projects in the capital plan that were put on hold due to the pause on congestion pricing. However, the MTA's future depends on finding sustainable funding solutions to address both current needs and future challenges.
