The Bureau of Prisons has stated that the operation is "designed to achieve our shared goal of maintaining a safe environment for both our employees and the incarcerated individuals housed at MDC Brooklyn." They emphasized that there is "no active threat" and refused to disclose further details about the operation until its completion.

The MDC, located in an industrial area on the Brooklyn waterfront, is primarily used for post-arrest detention of individuals awaiting trial in federal courts in Manhattan or Brooklyn. It also houses inmates serving short sentences after convictions.

Inmates have consistently raised concerns about the dire conditions at the jail, including violent incidents, unsanitary environments, and a lack of access to essential services like showers, exercise, and visits. These issues have been compounded by frequent lockdowns and staffing shortages.

Despite the agency's efforts to address these problems, the recent surge in violence and the presence of high-profile individuals within its walls have placed the MDC under intense public scrutiny.
